Bolton has experienced radical change during and since the industrial revolution, including the growth and decline of textile industries and engineering, and economic and social change since the Second World War. The challenges of out of centre
developments, internet retailing, Covid and finance have also had a significant impact.

This study of Bolton town centre will investigate:
- The improving trends which can be exploited. The desire for liveable
towns; cultural diversity; delivering services in person: building on our
educational assets (e.g. University); high-end TV and film locations. - Improvements in recent years, including the Market Place cinema and
restaurants; the Octagon theatre; the YMCA; Deansgate Gardens and other housing projects; the Ashburner Street market; the Central Library; the new Interchange; Bolton’s Business School; the university; the annual Food Festival and International Film Festival. - The future direction and opportunities available for the town, including making the best of conservation areas and important buildings; sites ripe for development; potential investments in the public realm and the strengthening of community groups and activities.
The study is planned to conclude by the end of 2025.
